In canon, are Spartans allowed to have custom-colored armor? I just wanted to confirm.

Spartan II's = no
Noble Team and other Spec-ops groups = yes.

I don't know if Gray and Black Team could be considered custom-colored or rudimentary colored, so I will leave them out of the equation.

Regarding markings, the Spartans in Halo Wars and Kelly did. S-IIs are also frequently shown with their number tags on their armour.

I don't think theres anything that says they can't customize it but military regulations would keep them from going overboard with it.

I think it was said somewhere in TFoR of First Strike that the II's didn't customize their armor so they would look more like a cohesive unit or something like that.

In general Spartan wore identical armour. Insignias and service tags would usually be shown by way of IFF Tags. I know that the IIs at least had no outwardly obvious markings.

Noble look customised primarily because Bungie wanted to differentiate characters easily. Canon-wise, each character had specific roles within their fireteam, and their armour was fitted appropriately. With regards to colour I think it is mostly aesthetic. Spartans would have neutral colours for practical purposes.

My sources are the books, in them they received identical armor and it was never stated that they got any other color in any of them as far as I'm concerned. (I'm talking about Spartan II's in general, not including Black Team and Gray Team because they had different colors designed for their purpose)

I don't think the S-IIs were forbidden from altering or modding their armour, I just think they wouldn't care. Unless it helped them complete their mission, it wasn't worth the effort. I think it was either Fall of Reach or The Flood where it states the Chief never understood the attachment some soldiers felt for pieces of their equipment, stating it's all disposable if need be.

How is that proof that Spartan IIs aren't allowed to have custom armor? All that states is that of those Spartans known in the books, they have a uniform set of armor. It does not prove that there's some regulation preventing them from customizing their armor should they choose.

Not to mention there's Jorge's existence...Or does he not count to due to there being some "purpose" that has yet been said in regards to spartan IIs in general.

I think that all SPARTANs are Navy personnel, but those that are under Army jurisdiction (like many SPARTAN-IIIs) have more lenient uniform regulations. I think the majority of the SPARTAN-IIs adhere to a more strict uniform because of Navy regs.

Jorge was part of Noble Team (aka a Spec-Ops team) Spec-Ops teams give their operators more freedom/resources to better fit their needs (an example being Emile with his Grenade filled torso as he was the CQC/Explosives expert of the group or Jun who was the Sniper of the group)

No, the bright colours are there to help the player identify individual SPARTANS at a glance.

Custom role-specific gear is probable, custome colours outside of camo is completely counter-productive, not to mention it covers a grey-area regarding Rules of Engagement and the treatment of prisoners if your caught with non-uniform.

Fred has ice-colored armor in Halo Legends, and he's a Spartan-II. I know Halo Legends varies in how it can be considered canon, but it's something.

I think it's Kelly in white, Fred in dark green or blue-ish green. I'd say the colours are for the same reason as Noble, easily distinguishable to the viewer.

The II's likely don't, given that it's mentioned more than once in both TFoR and FS (and maybe elsewhere, too) that only Halsey could reliably tell them apart when they were wearing their armor. (If they had altered the armor, they'd likely be more easily differentiated that way. Reach, through Halsey's line to Jorge in/under Sword Base, "What have you done with my armor?" is consistent with the books, for once.)

Besides that, the variations of drab green, tactical gray and black still seem much more reasonable to me for military equipment (or a uniform) than bright red, yellow, orange or blue. Standing out so much is a great way to get shot before you can get back home and buy a shrimpin' boat.

Feh, Noble Team's armor was never that brightly colored to me <_<.

Jorge's armor didn't stick out that much, it's work great for desert areas (moreso then green.)

Emile's was mostly black.

Carter and Kat, while being blue, could work in urban enviroments.

I mean, people call Noble Team's color choices "stupid and sticking out like a sore thumb." yet they are fine with Spartan II's wearing green camo in snowy environments? In purple ship interiors?

Yeah, Noble's colors are not that bright, and really it's only Carter and Kat who would stick out, but even they aren't all that bright, Carter is a very subdued blue, and honestly I think he has just as much dark grey as he does blue, Kat is the only one who'd really stand out, but most of the time Spartans don't need to blend in at all. Jun is the only one who would have a real need to, and he is colored more appropriately to stealth/scout type soldier (I'm not counting Six 'cause everyone's looks different). Jorge is like a drab earthy looking tan with a minimal amount of red, Emile is pretty much all grey/black, I think the only red on him is on the shoulder pad that holds his knife.

And good point about the IIs, they're almost bright green, they'd stand out just as much as Noble Team would. And as I pointed out above, the vast majority of the time the Spartans have no need to blend in as they're more often than not directly fielded into open battles where stealth would be of minimal use anyway.
