Could it be possible that the "Committee of Minds for Security" aka the data pads AI have ignited/leaded the civil war behind the scenes in the halo universe?
I have a couple of reasons to believe this.
- the rebels gathered together three stolen FENRIS Nuclear Warheads at Camp New Hope in a way so sloppy that the Office of Naval Intelligence could not help but notice, then contacted the UNSC and offered to trade the nukes in exchange for medicines for their people suffering from Boren's Syndrome.
It's commonly known that BS was a coverup by oni to cover up symptoms of their experiments.
So how did the insurrectionists gathered this intell? The data pad AI's
- The predecessor of Halsey "commited suicide" a year after having AI troubles and predicting the rebel upraising too late. It's highly probable that he was the person who abandoned the data pads on Reach since he used to work on reach.
Why did they do it? To start an arms race for humanity to combat the threat of alien encounters.

I could be taking these quotes out of context but it seems to me that the "ancient human AI's" started the civil
So what if they were wrong and the covenant weren't hostile?
Does this mean that the AIs gambled with destiny?
And do you think that the UNSC would have been able to fend off the covenant if the rebels didn't existed?
P.S. I haven't read the halo books yet since they are hard to obtain in the EU. (except Halsey's journal)
