My Grandfather was a Desert Ranger, my Father was a Veteran Ranger in the NCR. My father was killed by Caesar's Legion and they took my Brother. It's now my responsibility to uphold the mantle of the Rangers and avenge my Father and find my Brother.

Can photo reactive panels be turned off? And what does it look like when in use?

I imagine they can be turned off, they're essentially very thin, lightweight TV screens.

As for what they look like, imagine a 3D human-shaped TV screen.

I'm sure that the panels can be turned off. As far as I can tell SPI makes looks like a mirage or ghost figures, not fully invisible but close enough.

Yes, actually, according to a conspiracy theorist and author whose name I can't remember, the British are testing an invisible, silent tank. It uses metamaterials to make it 95% invisible to the naked human eye and it runs on an electric-hydrogen hybrid engine, so it is incredibly quite, though I don't know how well you can trust this source. He is a conspiracy theorist after all.
