OP won't even read this but I feel like posting it NEWay.
First, your overall EXP doesn't matter, it is your W/L in each playlist. Even then, you could have a good W/L and still be "level locked" it has to do with the people you play with and against. If you go into team slayer with 4 brand new accounts and win every game you will all get level locked at a low level. Trueskill is a weird system.
Also when you are "level locked" it will only be harder to rank up once you get to the high levels, because when you are at level 40 you can win against players who are 10 ranks ahead of you which will boost your trueskill significantly. Only when you are level 48/49 doesn it become hard to level up because you can only play ranks that are 1/2 higher than you.
And even if you can make a new account and get to level 50, yet can't get a "level locked" account to 50 you are a bad 50.

There IS such a thing as your sigma/mu(forgot which one) value increases to a point where it takes more wins to rank up than if that value was lower. That is a FACT about the trueskill system. That is what people call "level lock." Even though it is impossible to get locked in a certain rank.
Didn't even notice the quotation marks. My bad. I just hate that term. It is usualy thrown out there by some level 30 who wins 5 games and goes up 2 levels and then wins 5 more games and doesn't rank up.
Lol, I know what you mean. When people use it as an excuse as to why the can't rank up I'm right there with you, especially when they are like level 37's.
