The Spartan II's armor was intended to be balanced for all combat roles. Any customizations that specialized the armor for a specific role were discouraged.

Halsey talks about this in her journal.

Not entirely true. In the Fall of Reach one of the Spartans removes a component from another dead Spartan - so in theory they could exchange parts, so why not customise / upgrade their armour.

Reading halsey journal reveals to you that halsey did her best to get more specific pieces of armor out to the spartans, this is where all the armor pieces come from.

It also means that all the spartans-IIs, not just noble team were completely capable of ordering/swapping pieces to fit their style of combat, they weren't all wearing the base MK V armor. Though I'm guessing it was all the same olive green color, unlike noble teams rainbow. Though I'd also say noble teams suit colors aren't canonical either, just something bungie did so people could more easily tell them apart.

Spartan IIs do not change their armor, the armor was uni-sex and only the other spartans and halsey could tell who was who.

He wasn't customizing his armor, he needed a part for his armor that was failing, so he reluctantly took the part from his dead comrade.

OT: Spartans can customized in the sense that modular parts were made for MJOLNIR, however NOBLE's field modifications were discouraged, they likely got away with it because they operate under Army command instead of NAVSPECWAR.

Signatures are for squares.

According to the novels, the only customization was armor color, and painting things on your own armor.(Which was rare.) Things such as adding extra packs on your armor(like the utility belt chief had in Halo CE) don't really count as customization.

However Legends, and now Reach contradict that so...

I belive they all were ment to be the same. BTW Reach is Non-canon. So as far as we know, they all had the same amour.

Noble Team was a Special Operations group and such, had more liberties when it came to their uniform and tactics (this being represented in their customized MJOLNIR and high ranks, that would prevent them from being carried off mission by some sergeant or anybody else that could probably order around a regular Spartan).

One; I don't remember any part that specifically says no modifications.

Two; Odds are the Scout armour was designed for Linda.

Three; Most probably allowed some minor modifications such as paintings, medals and utitlity belts, as long as they weren't too obvious

How many soldiers are allowed to modify issued equipment significantly? It eventually makes its way back to those who gave it to you so any serious modifications would be more than likely prohibited.

It is like customizing a rental car.

We all know Legends was under an artistic license and as it's been pointed out, Noble was under Army jurisdiction. They probably got away with a lot more then they should have.
