I don't see why they needed to lower the trip mine's damage. In Halo PC, there were individual damage modifiers for Spartans, Elites, Grunts, Jackals, Hunters, etc.
For instance, the plasma pistol bolt did about 3-4x damage on Elite shields but around 1-1.5x damage on Spartan shields.
I'm pretty sure that Halo 3 works similarly, given Tilt skull.
So I think Bungie was just being lazy. After all, the multiplayer is nearly identical to the Campaign. If they had revamped multiplayer and separated the damage modifier for Spartans into teams, the Trip Mine would probably be functioning as it did in the Beta.
This is how it should have been:
-Halo 3 damage on unmanned vehicles
-Beta damage on enemies, enemy controlled vehicles
-Halo 3 damage on allies
