She didn't turn off her shields. The Radiation Exposure from the nearby Covenant glassing the planet disabled her shields. All of Noble Team's shields were offline, it was just Kat who was unlucky enough to by marked for death.The EMP knocked out all electronics, yet the Phantom is in the air. Yeah, I blew your mind just now.
We don't know how radiation affects Covenant technology, for all we know that Phantom came from the Cruiser that began the glassing. So yeah, my mind wasn't blown up, nice try though.You say "nice try", as if you're absolutely right. Here's proof that even a phantom can be stunned: Book - The Fall of Reach, Page. 153-154, After Commander Keyes detonates a nuke near two Covenant frigates. So if massive Covenant frigates can go dead in space, so can that tiny phantom. Besides, Kat isn't even an important character. So no, that phantom did not come from the cruiser. It's too slow to even go that fast towards the planet from the height of the cruiser. If you did the phantom/pelican flying glitch, you should know that even with boost, the phantom was still slow (If you tried flying to the cruiser then back). Sorry that I falsified all those other theories.
Like somebody above said, the Phantoms had no problems passing through the shields of the Spire, unlike the Falcon which got EMP'd the moment it went through it. We don't know where the Cruiser was, you cannot say that one of the Cruisers that were idly floating on the city during the mission were the ones that caused the glassing, it could have been another cruiser that had just arrived and was near their position, thus, not making the Phantom fly that much of a distance.
