There is no canonical explanation. .08 G change doesn't affect that much. Of course someone could argue that it's because they're Spartan III's but that is wrong too. The difference is purely for gameplay reasons.

Well Noble use Mk. V, same as the Chief did in CE. Unless I'm wrong the jump height in Halo 2 and 3 was higher than CE, so it could be argued that it was the armour. Although, in the end it is simply a gameplay mechanic.

The armor argument makes sense. The force multiplying circuits were probably improved with Mark VI. It also fits with the fact that Halo 2 and 3 had a lot higher jump than Halo CE and Reach.

There is one thing this doesn't explain: movement speed. It has been decrasing in every Halo. ;)
