There was Sergeant Buto or somthing like that. The one the chief found in "The Flood". He was a reclaimer as well.

They are reclaiming "The mantle" and all of the responsibilities that come with it, or so I see it like.

Yes, Humanity are the heirs of the all the Forerunners left behind and the new upholders of the Philosophy of the Mantle (even if they don't know it yet). That is why Humanity are designated as Reclaimers and why they get along so well with the Forerunners' artifacts. Also, we are the only race who can interface with the most important of the Forerunner finds. Such as the controls to activating the Forerunner Fleet inside the Shield World in Halo Wars and are the only ones who can activate the Halo Array.

Maybe not all Humans are able to activate those relics,why else did Regret choose Anders but could have captured any Marine or Civilian on planet,i mean there is enough and yet he wants Anders or Johnson.

Well he capture Anders because she knew how to interact with the artifacts, he could have grabbed anybody, but if it comes down to choosing between someone who knows nothing about Forerunner technology and someone who knows more, even if it's just a bit, which do you think he'd choose? And wasn't it Moramee who decided to grab Anders anyway?
