Wouldn't it be easier to just nuke them? Seriously, billions of mini robots sounds like a lot of effort to make.

And what does this have to do with the Universe?

That's an interesting idea, but it's potentially difficult. Producing small spy-bugs has been done, but programming them with an AI mind is difficult, and there is a potential need for bio-mechanical engineering needed for digestive systems to work with a machine part.

Although, it would be easily repelled by say... Some good full armor, lots of bombs, and a good set of MG batteries.

Well it wouldn't eat it. It would spit everything out, I doubt it would be a good idea to store it. And it doesn't need to be an AI mind. They can robotically decide what target poses the most threat or whatever.

I'm not sure, we can't even replicate a fly's intelligence yet.

Maybe the UNSC doesn't have the tech. Or they're afraid that their Von Neumann swarms will go rogue and eat the entire galaxy.

You just need to give it enough equipment to tell apart different targets, GPS, sensors, have it be light enough to fly, make it EMP resistant (no such thing as EMP proof), satellite linked, and small and cheap enough that you can make millions of them.

And after all that you get sued by BioWare.
