Exactly. They could have told us to join the Covenant. Anything is possible. Thus why I told you to play out your story.Okay. So since the only reason the Covenant started the war with humanity is because they were led to Harvest believing Forerunner tech was there via data collected, it is safe to say Earth would have been found completely by accident. In which case, the Covenant would have no reason to wipe us out.
The Elites, seeing us as inferior but competent, would be able to persuade the Prophets into offering us absolution through assimilation. Since the only species' yet to be discovered were the Grunts and Brutes, (Grunts in the 2100's, then Brutes in the 2400's) the Covenant may have viewed our interior fighting as a signal of weakness and inferiority.
Thus if we were offered a seat (and the Elites would want us in, I believe), not every human would just come together instantly and say "yes" or "no". No government would come up with a true effective response. Seeing as saying "no" would be a signal for the Covenant to exterminate us, but us being arrogant and not wanting to join, we would most likely take the Grunts' place as the slaves of the Covenant military.
Being enslaved, the Covenant would take some of us aboard and indoctrinated. A Covenant fleet would stay on Earth to keep an eye on us and to resupply the rest of the Covenant Navy with fresh humans. If humans revolted (and we would numerous times), the Human Rebellion would play out just like the Grunt Rebellion. The Covenant would begin glassing Earth to exterminate the human race, and the humans would surrender to save ourselves.
However humans would have earned more rights in the Covenant, at least to the point of not living a life of indefinite servitude. Religiously the Covenant would try to convert us but it would never really happen for a few hundred years, when they could reeducate the new generations.
