They're most likely trained (and brainwashed) in Covenant run facilities, efficiently and divided by caste.

Well, Elites are taught and trained in common rooms in communal groups, which are clan specific. In addition to that they are not allowed to know their biological fathers so as to ensure they make their own way in the world and not ride on the backs of their fathers career. I think the thing with the common rooms is to further make sure they all start off equal, get equal chances and form close knit friendships that could prove useful in battle.

After that I assume it is off to a college. There are war colleges, but there may be other things for other professions.

Their training regimes are designed to weed out weak ones. They are quite literally designed to kill them. I think war games are mentioned as well, which further hardens them and gets rid of those who are not strong enough. I am not sure if this is done at the common room stages or at the actual colleges.

Grunts are more likely just given a gun, told how to use it and then sent to flood a location with their countless numbers.

It's like, they are born and are treated like cattle for their infancy and when they are old enough to actually hold a gun, they are shipped to X place/ship/city to gather, there, an Elite/Brute or an older Grunt will be like. "Okay, you pull this and the bad guys die." Same with the grenades. Then they are just shipped to whatever place they may need hundreds/thousands of troops to invade.

They have an unrestricted neural pathway. Thats why they can learn english so easily. They have shorter life spans, so they reach maturity much faster, meaning they must also learn much faster.

My name is Legion, for we are many.

Elites, Grunts, Brutes and Prophets are probably educated by religious institutions on Covenant-controlled planets. Jackals aren't officially part of the Covenant, and their government is ignored by most of the Jackal population, so their chicks are probably educated by their parents or fellow clan members. Drones and Hunters operate through a hive society so I can't speculate about those two species.
