If you increase the penalty, then player count will decrease. Yeah, you may get to force people to stay in the game or face consequences, but they will be driven away by the harshness of it, especially if they finally do quit and are told they have to wait an hour. Suffer through a spawn trap or be banned from matchmaking... I'd quit Halo.
However, here's a better idea. If I wanted to quit from a Halo 3 game, I would accept the negative experience, albeit begrudgingly. If it were down to me vs. a whole team, yeah screw that, I'll go. I won't do it in Reach, because if I make a habit of it, I get screwed by a quit ban. So, instead of increasing the penalty, make it a cR penalty. Folks may be more inclined to just quit and not waste your time.
Some people will complain about quitters, while others complain about people who waste time staying in the game. If a whole enemy team quits, it's really less noticeable overall, cause you just move on to the next game. So turn DOWN the punishment or change it to something that doesn't ban players. IMO
