While a Halo: CE Remake has not been confirmed, I think that it is coming, and it is going to run off of Reach.
Let me explain: If the remake is to happen, it will very likely be DLC. Why? Frankie O' Connor has said that there will be no new Halo games this year; he did not, however, say anything about DLC. This remake may also repopulate Halo: Reach to Halo 3 Levels.
If this remake was to exist and did run off of Reach, I believe it would have its own spot on the main menu along with Campaign, Firefight, Forge, and Theater.
The remake would likely not be a full game. I would think that it would only include Campaign (in HD) and theater mode.
Anything from theater mode would be tied into the Reach files, much like Halo 3 ODST to Halo 3.
The remake itself would likely cost more than $20 in Microsoft points. Having the game as DLC will cause many people to pick up their copy of Halo: Reach and play it again. This would make a ton of money, so long as they don't change much.
While I do not have much proof of this supposed remake, I do believe it will be released on the 10 year anniversary of Halo's launch, November 15.
There may also be further DLC with the original CE maps. They would be usable in Reach Forge and Matchmaking.
The two games, Reach and the remake, would be intertwined. They would run on the Reach disc, as I have already explained.
The Campaign itself would, in my opinion, be slightly changed from the original. There may even be an extra level or two bridging the gap between Halo Ce and Halo 2. This would also leave room for a Halo 2 remake in 3 more years.
I think there would be limited encounters with Brutes and maybe one encounter with Drones. Engineers would also be in the missions they were originally supposed to be in in the original. The flood would also be updated to include Pure Forms from Halo 3. The only remnants of armor abilities would be Sprint. Most of the weapons would remain, but I would expect some of the following changes: inclusion of the Carbine/ Needle Rifle, addition of the spiker and/or brute shot if Brutes are in the game, faster grenade explosion times, longer shotgun range, usable wraiths and usabble Fuel Rod guns, weaker pistol, inclusion of the DMR and/or Battle Rifle, addition of the Falcon/ Hornet, addition of Revenant and/or Spectre, and reappearance of Night Vision and Flashlight. Textures would use the Reach Engine, and would therefore be much more appealing than the original.
Keep in mind: as the author of this post, I do not support all of these ideas even though I created them.
Oh yeah, this is related to Halo: Reach because it would be an add-on, so don't say it is unrelated

Joystiq Article Confirming Remake
To clear things up: The Remake would be DLC. In order to play it, one would need to own Halo: Reach.
After downloading the Remake, a new option would appear on the Halo: Reach menu.
Clicking on this option would lead a player to a graphically enhanced remake of the Halo CE campaign.
If the player wanted to go back and record something in campaign, they would go into the default Halo: Reach theater mode and record clip/take screenshot.
Along with the remake of the campaign, the DLC may come with remakes of all of the original Halo CE maps.
These maps would be utilized in Halo: Reach's forge, custom games, theater, and would be incorporated into Halo: Reach's matchmaking.
They would have their own dedicated playlist and would also be possible to play in Team Slayer, Multi Team, etc if all of the players in the party had them.

He responded:

This neither confirms nor denies my claims, but it shows how Bungie is splitting with Microsoft. I thought that was pretty interesting.
He used the same link as I did, so it shows that a Remake is not out of the question (if it can fool a Bungie employee, it could very well be real).
If it is being made, it is being solely handled by 343 industries.
If it would run on the same engine, the remake would be very likely to share matchmaking and other Game Modes with Halo: Reach default (like ODST, but downloadable)
The DLC itself would likely have Co-op campaign over Xbox live and share the rest of online functions with Reach
Edit 4: 343 has previously mentioned that they will do big things for the 10th anniversary of the release of Halo CE.
There are already plans to release a 10th anniversary Master Chief action figure/statue on 10/15/11. This does not confirm or deny anything, I just thought it was interesting.

Remember, this is all conjecture. These are ideas supported by some facts combined with assumptions derived through unconfirmed (and undenied) sources. No hate.
I am expecting news on this to come at E3 or on Bungie Day.
tl;dr: I believe that a remake of Halo CE will be released by 343 Industries on the 10th anniversary as DLC that will share a game menu and Matchmaking/Theater with Halo: Reach. Watch E3
