From what I remember in TFOR, the UNSC already had a procedure for encountering an alien species before contact with the Covenant. I was wondering if there were previous contact with aliens to have a reason to create this procedure?

Yeah, some time(exact time alludes me) before the Harvest encounter was the real First Contact with Covenant species. But the "official" first contact was on Harvest itself.

Contact Harvest is a great read. I recommend you pick it up.

Is it possible for there to be some sort of contact with aliens prior to Harvest? Very slight possibility. For all intents and purposes official wide spread contact occurred during the events surrounding Harvest.

As for having a protocol or some type of message for meeting new lifeforms there doesn't need to be prior contact for one to be set up. Even now in real life some nations' space divisions have already set up some stuff for addressing alien life forms such as this. I imagine that it's this real life example that spurred Staten to write up the scenario involving the Harvest pictogram with the Brutes in Contact Harvest.

No, the Assembly had created one because they considered alien civilizations a serious threat to mankind.

But the Minority also apparently called out to the Covenant.

Even we today have first contact scenarios and precedures to follow if such event happends. It´s only normal the UNSC would have something like that since they were expanding throught their sector of the galaxy. It was really a thing of time and luck untill they found each other.

Halo Legacy is a machinima series dealing with an adaptation of the first contact with the covenant, its meant to be cannon, I can't link to the adsact source of it, not involved in the project.

Its a multi series, first one starting with first contact, even if there may be a few cannon errors.

Well, moa and guetas are native to Reach, making them alien. Obviously they don't pose much of a threat at all so I doubt they were the cause for the invention of said procedure.

It probably isn't inspired by previous contact, just invented as a precaution as the chance of discovering new life was increased with advancements in space travel.

The book contact harvest tells of the first encounter and then engagement between both forces.

What the UNSC had was a precaution, in which he have today also.

The precaution was, when the unsc was a single planet government, not expected to be used and most likely was forgotten, but when they left the solar system to go exploring and they found planets that not only could support human life but also alien life, ex: Moa, Guta etc, that made the precaution get more advanced and had all ship commanders and planetary leaders know it by heart.

The Unsc knew alien contact was inevitably, they just weren't expecting it to be more advanced... and hostile.
