At the end of the book first strike master cheif is heading to earth with several other spartans. What's up with that? Where are they in halo 2? And what's halsey dong?

I thought they were separated again in the end? I don't completely remember, it's been a while since I read First Strike...
But yea, like SonicJohn said, they end up in GoO later.

The start of GoO explains it all.

Basically they are split up again soon after reaching Earth, with Chief getting his Mk. VI armor at start of H2, and Blue Team being somewhere on Earth then.

Blue Team then fights in numerous places all over Earth before going up the Space Elevator in Mexico to attack a Covie ship in space and make the jump to Onyx.

At that time, Chief is already at Delta Halo.
