And that would stop the government? That didn't stop them from kidnapping kids to put into the SPARTAN program. (and that was before the huge genocidal Covenant arrived on the scene) If they felt justified in kidnapping children to serve against a threat as pathetic as the Insurrection, how much more justified would they feel they would be to take unethical action to fight against a seemingly unstoppable threat?
It's not the fact that they'd care, it's the fact that there would be public outcry if they were found out, and in a time of stress such as a war, it would be far too difficult to explain why it's needed to the general population.
It would be too difficult to hide, unlike the Spartan programme.
It's not likely the general population fully understood the need for something like this, until it would be far too late to implement it.
And the government would need public backing, even in a time of genocidal war, as, as was previously mentioned, people may not comprehend the extent of the war, and simply see the ethical issues. If public outcry occurred, it is likely the insurrection would gain backing, and the government would destabilize, only causing greater problems.
