Well I downloaded the PC dedicated server and i set up the init.txt and it said the game started and i looked on Halo and it wasn't there, so I went with gamespy... It was there but when i tried to join it, it said 'Unable to join server'.

You might not be able to host. I can't.

The problem in this case, is that your connection disallows people from joining your server. As far as I know there is nothing you can do.

Bad luck then...

I usually can't host (9/10), but VERY occasionally I can... but I think that that is just luck.

Usually if you're running behind a router, you'll have to either set up a virtual server on the router or put your machine in the DMZ. This is true of most all games. Refer to your router documentation/search on the support website to find out how to do this.
