Ok, OP, first of all, they're something built into the Mark VI armor and not an armor ability like in Reach, and secondly, they look to be something meant for a Zero G environment (like out in space) and would not be able to lift a Spartan off the ground in an atmosphere due to their lack of thrust and the weight of the Spartan. If it means anything for gameplay or bears any indication of gameplay features it would be hinting at the return of weightless environments from Reach (such as the outside areas of the Anchor 9 and Zealot maps) with the addition of the thruster pack to help direct movement in such a zone.
And thirdly, Bungie isn't making Halo 4, that would 343Industries, the in-company branch that Microsoft created for the sole purpose of overseeing Halo (you might say they're Bungie in everything but name, especially since Frank O'Connor, formerly of Bungie, is the head of 343i).
And on the subject of Armor Abilities, I will praise their return, they were a very enjoyable addition to the Halo series and their addition has created new ways to promote skill, teamwork, and encourage innovative strategies. And Black Ops had nothing at all to do with the implementation of AAs, whatever gave you that demented idea? MLG is merely another type of play style it does not take more or less skill to play than the way Bungie sets MM up, quite frankly if you ask me the idea of MLG's playstyle taking more skill than standard Matchmaking is nothing more than a bunch of elitist crap! They are completely different and one does not take more skill than the other, they require different types of skill to excel, this idea is not hard to grasp (or at least shouldn't be).
My conclusion is that you do not know a thing about what you are speaking of. Good day!
