I have a hard time seeing the planet as being non-hostile if there is supposedly a new threat to the entire universe contained on it somewhere but I'm not sure if that's what you're implying or not.
ONI wouldn't necessarily go "public" about the planet but you would think that Cortana or other highly informed military heads would be aware of it' existence and possible use in the defenses, or retreat, of Earth. My rational is simply that an entire Forerunner planet under UNSC/ONI control or even mere knowledge of its' existence would be an extremely important thing to know while all of this other stuff was going down. Somewhere along the line, someone had to think that it could have been of use in some way, shape or form.
I understand life isn't "black and white" but in all honesty...when your entire species is being threatened, life does become black and white. You either find a way to survive or you're wiped from existence. Sounds simple enough to me. It boils down to the most basic instincts of any living thing. So unless ONI is being directed by something that isn't human...well, that's another theory for another time.
If ONI had deployed a substantially sized force to the planet, even if they assumed (which they wouldn't) they were killed or wiped out completely, they wouldn't just simply forget about them or leave the remnants abandoned. Would any military force ever just assume something like that without a follow-up of any sort? Unlikely. Even if they knew what happened they wouldn't just list them as KIA and then forget about them. If ONI is really as bad, sneaky and dirty as everyone is making them out to be, then they wouldn't leave any risk of having loose ends.
