That's tough, Ripa kicks ass, but Thel is Arby.
I really don't know, I think Ripa would win.

Sorry, but Halo: Legends is non-canon, so I didn't include him.

0.0 I don't see a reason why that story would be non-canon.

Hi there.

There's been over 20 Arbiters... why exclude all but 2?

20 in just the Nineth and possibly Eigth Age of Reclaimation

I believe that's why he said "over 20".

Thel Vadam, the man took out at least one Scarab, a Gravemind, a Halo, and destroyed a rampant all powerful Forerunner Construct (Co-Op) and High Charity (Co-Op), not to mention he succeeded at the one thing John always failed at, finding his way home...

Ripa died at the hands of John Forge, and ultimately failed his mission.

I started up the heated debate on whether the SPARTAN-II in the cryo tube near the end of Reach is really Linda.
I created the Moa XING avatar pic.
Also I earned the All Star nameplate with this submission to Week 14 All Stars http://www.bungie.net/images/News/Inline11/bwu_0415/art/likea boss.jpg

Odd One Out is non-canon. The events depicted in Origins is Cortana's interpretation of the past. You sir, have failed on canon.

Fal took out en entire army of Covenant and at least two Scarab sized Hunters. Thel did not activate the Halo, kill the Gravemind personally, nor did he destroy High Charity or 343 Guilty Spark.

I'd say Fal from Legends is much better.

That's like saying Boba Fett is THE Mandlaore therefore he is the best. Not going to happen.

Because it's part of their culture.

Again, you have to consider cooperative mode. I have played as the Arbiter in a coop session and killed the Scarab before my buddy, as have I played Cortana as him and destroyed the generators. IAH it is up to the player.

Is co-op mode the definitive reference to canon though?

Proof!

The Arbiter is the best Arbiter.

Those who are appointed the title of Arbiter have no meaning in the covenant, they are meant for suicidal missions.

Hence why the Prophets do not care what happens to them.

The gamer has control.

Not when it comes to deciding which events are actually part of the story.
