That's like saying Boba Fett is THE Mandlaore therefore he is the best. Not going to happen.

But Boba Fett IS the Mandalore. He got the position and kept it. Also, starfighters made of beskar... that's freakin' awesome.

OT: Probably Thel, given his accomplishments. Plus, his character always had more depth and personality than Ripa.

Ripa was a joke of an Elite. Was he an intimidating bad ass? Sure. But beyond that he was an arrogant raged filled fool which led to his incarceration in the first place after the stupid decision to try and stage a coup. No doubt that when combined with his strong unwavering faith in The Great Journey it made him a shoe in for being Regret's lackey as an Arbiter. Strong, but easy to manipulate.

My vote goes for Thel and Fal equally because both had the intelligence to make proper use of their strengths.

Which is about as meaningless as one can get. There are millions of players in Halo. Millions of versions of canon? I think not.
