whos the first person in the halo universe to say "spartans never die they just go missing in action"? Is that the exact phrase?

Well the phrase comes from the ONI practice of listing dead Spartans as missing in action instead of killed in action for fear that a dead Spartan would hurt morale. I don't know who actually said it first, but that's where it comes from.

Kurt. Maybe Sam. It definitely wasn't Halsey. In the beginning of one of the books they have an excerpt from another Halo novel. It's a conversion between Halsey and somebody else. I think Sam. And she asks why they're all listed as MIA and the person says because Spartans never die.
