If by 'cinematic' you mean which would make the best film, I think it would be ODST. Compelling characters, mystery, despair, romance. It has the elements where in the other Halo games you'd have to force most of that out for a movie goer. Gamers would already get it, but to attract "new" fans the story would need to be changed to give the characters, character. But from a gaming perpective, it has to be Combat Evolved.
On a personal perspective looking at the games, I have to say I love each of their cinematics in different ways for different reasons. Combat Evolved showed me that there is a place for compelling story telling in video games, that you can submerse yourself in a game's universe and be enthralled by its fiction. Seeing Chief explore the Cartographer, is just great. The sense of mystery is deeply compelling. The first time you play, theirs this great sense of wonder and exploration, you want to explore this place, you want the mystery to be solved. In a cinematic standpoint, that's just great. Plus, some shots just give you these chills or stomach curls that can't be recreated. For example, the scene where Guilty Spark reveals the truth about Halo is awe inspiring, and in a movie this would be one of the film's, one of films in generals, greatest moments. That curl in your stomach when you discover the truth of Halo is so enthralling that it really helps to make Combat Evolved my favorite as far as storytelling and cinematics go. The entire scene, it's just... epic.
Halo 2 goes in a different direction, Halo 2 got rid of that exploration and mystery for most of the game and replaced with thrills and epic moments. Halo 2 gives you more of a sense of badassery and ass kicking. When the Chief says, "I need a weapon", you know -blam!-'s about to go down. It gets you pumped for it, and so Halo 2 is the most 'action film' like of them all as far as cinematics go.
Halo 3 is a movie. That's what I thought when I first played it. It ties it all in - the music, the story, the cinematics - it all comes together to create a movie like experience. But why do I think Combat Evolved is better? Because when I play a video game, I want to play a game. I didn't pay $60 to watch a movie over and over again. Granted, I love Halo 3 to death, don't get me wrong. It's just that, from a cinematic standpoint, Combat Evolved stood out for me as a landmark where Halo 3 was kind of pushing the cinematics too far. Again, don't take it the wrong way, I love how Halo 3 was done cinematic wise. It's just, not my favorite.
