My mistake. I was trying to change my Time Zone through the iTunes store on my computer, not my iPhone itself. I did what you said though. I went on my iPhone and changed my time to Sydney, Australia. The time on my phone reads 10:13 in the morning, whereas it is actually 8:13 at night. The app is still not showing up when I search it though.

Change your timezone. Trick the AppStore into thinking you're in the UK or Australia.
Worked for me, except I'm not on the 4.0 iOS update, so I can't download it.Weird. Well I didn't actually download it, as I said, but it pops up in the search if you change the timezone. I don't know why you'd have to change your billing details (like, what if you were on holiday and just wanted to get an app? Silly Apple...).
