I may have stated that all of his clones were destroyed (after winning the war) because of defects and incompetance, but I intentionally withheld intel that there were active clones during Halo 3.
There are approximately 17 Arbiter appearances in-game (maybe around 27 if we include cutscene Arby's) and at least 5-6 of them were perfect clones developed by ONI. They are still operating now,
Take, for instance, the last level. Where did he get the Carbine in the cutscene? Where did he get the plasma rifles he was dual wielding after Spark was destroyed?
I know for a fact that Arbiter doesn't have the intelligence, commitment, or resources to carry more than two weapons at one time.
Also notice there was a lot of Carbines in Floodgate's ending cutscene. Why so many if so few Elites appear in the game and never even bring carbines? And where does Arbiter get his carbine from when he gets back up?
So the only reasonable explanation I could come up with is that Arbiter has clones, of which 5-6 are able to appear out of nowhere with a carbine. Because Arbiter can be killed yet there are several that cannot (i.e. The Ark at Mission Start, the rally point bravo area and The Covenant at the Revelation chapter). Notice that the Arbiter after Truth dies is killable.
