That's why we need skulls.
But Tilt needs a nerf or needs to be made more stronger (i.e. 2x resistance only) or Mythic needs to be made stronger. Tilt and/or Mythic should remove the one shot pistol kill for Hunters and make the Hunter's armor invulnerable to damage. They should also give Stealth Elites shields (it's possible).
Thunderstorm needs to make all Elites Ultras (I think Ultras replace Zealots), but only affect their AI and armor color, not their shields. Think about it. How will we know which one has the shield of an Ultra and which one has the shield of a Major? Maybe as a distinguishing feature, the real Ultras will have a forerunner symbol on their back and the false Ultras will not.
Tough Luck needs to make them dive/sidestep from rockets, not just grenades and vehicle charges. It should also allow Hunters to dive from grenades (it's possible).
Famine needs to make it so that panicking Grunts will stop running when you approach them to melee them. It should also allow Elites to panic, for the lulz.
Black Eye needs to give us overshield (that drains like in multiplayer) to compensate for the slow shield recharge rate.
Cowbell needs to allow us to push marines and enemies. There's nothing worse than crouching in a corner with a Zealot on your head and being unable to escape as he beats you down.

If they don't make changes, then we'll probably be left with some pretty hard, no wait, monster challenges (the rest will be easy as hell). I sense pacifist runs, speed runs, survival challenges, and maybe even LASO runs. Only pros could do those. This is not Halo: Reach. This is Halo CE people and if they introduce AI modifying skulls (i.e. make Covies shoot from longer distances, make Covies prefer keeping their distance so you can't go on a beat down spree), we're done -blam!-.
TLDR:
CHANGE! CEA needs change!!
