... Large plasma shooting things on the 2nd and 3rd level, that go all the way to the other side of Halo. They're in a triangular building.

I don't exactly know, my theory is that they keep Halo from accidently discharging or something becuase in Halo 2 one of those blue blobs gets shot up into the building energy near the end and nuetralizes it.

I think it's the charging cycles for the activation of the ring. Pumping energy into the center of the ring to reach the critical energy level to blast however many light years radius into sterility. There are several located around the ring.

It could either be keeping it from discharging like he said, or if anyone's read the Fall of Reach, there was some bright beacon that was beaming encrypted messages to a Covenant spy ship in orbit around the planet...of course, this wasn't on Halo but it's possible.

My guess on this one changed when Halo 2 came out... and I'm going to phrase it a bit vaguely just in case anybody's worried about spoilers. (If you're really worried about H2 spoilers, it might be best to just skip the rest of this post.)

When PT talked about simulated and actual firings, and when the ring shot came up near the end, I decided that maybe they're related to Halo's firing mechanism. Maybe those blue beams were tests of the mechanism.

Maybe its a redundant system of many buildings to launch messages back and forth. At normal instances the beam is not too strong and will not be seen from a space ship. If Flood destroy one beam building there are still many otheers. These can send large messages to the Ark or every halo at once or just with it self and other facilities. These don't activate halo, those are the pulse generators on AotCR.
