Crow's Nest: Nope.
The Storm: If you trigger the Cortana moment asap after destroying the Scarab, you can prevent him from spawning. Alternatively, you can deload the Scarab via Wraith (see Scarab boarding on Halo Nation) and then you can take your time going to the next area and Arbiter still won't spawn.
The Ark: Nope. But he's immensely useful if you start at Rally Point Bravo. Push him close to the edge and headshot him before activating the cartographer. He falls to the lower level, and if you gave him a sword before dropping him and he picks it up, he'll kill the Stalkers, Jackals, and sometimes the Chieftain. If you're good at pushing him, you can block him with a deployable cover and he'll kill the Jump Pack Brutes as well.
The Covenant: You can stop him from spawning by not destroying the AA Wraiths. But he's immensely useful in the third tower. It's even easier if you have all 5 Elites wielding swords and a Spartan laser. Just frag the Drones, laser the Hunters, go up to the terminal room land on the elevator (to trigger the Brutes), go to the door, when you see red on your motion sensor, go through it. They will have their backs turned for easy assassinations, but don't attempt it until they get to the area where they'd normally be spotted upon going through the door. Arbiter's also useful at the top floor. He's a good distraction against the War Chieftain and can easily take out the Stalkers if he got's a sword.
Another one will spawn with the sword nevertheless after you deactivate the third barrier. You also can't stop the Arbiter from coming down out of the Phantom after the Scarab Citadel battle.
But you can tackle the Revelation battle solo. Play on Heroic or Legendary, make sure the plasma cannon's intact, and the supply case is placed in front of the door. Like in this video (the quality is VCD, which is why it's crap). Arbiter won't teleport to the third bridge if he gets on the turret.
Cortana: Nope.
