We have only discovered two. One was destroyed and the other one is likely quarentined. Also they have not been deweaponized. The ark suffered major damage and is likely unsafe not to mention the fact it is outside of our galaxy and would take many years to even reach it without the portals help and the portal was deactivated after the events of halo 3.

I started up the heated debate on whether the SPARTAN-II in the cryo tube near the end of Reach is really Linda.
I created the Moa XING avatar pic.

According to Cortana, the destruction of Installation 04-II caused a number on the Ark. It could be possible though, that Sentinels would repair the Ark.

alot of the installations contained flood specimens for study all it would take is some careless teens to accidently release them

Take off the "death pulse" creating weapons and toss them into a black hole.

Completely destroy the Libraries and any stored Flood samples, with the help of the local Monitors and Sentinels.

...until Humanity advances to the point of Forerunner level slipspace tech or the Portal on the Ark is repaired, the Ark is out of range.

I think that's pretty much the key thing. It baffles me why the Forerunners even considered keeping the Flood, even if only to study them.

The flood was used by the Persecuers(bad spelling)to collect the dead and harvest their minds/memories of that persons life into a large database to be accessed whenever needed. Aka. The Gravemind.

Why not study the flood like the more advanced civilization did?
