Why do people in ship mutinies always ask for "better treatment"? I'd ask for a pinball machine, because with all that rocking back and forth, you'd get a lot of free games.
Maybe in order to understand mankind, we have to look at the word itself: "Mankind". Basically, it's made up of two separate words - "mank" and "ind". What do these words mean? It's a mystery, and that's why so is mankind.

Halo 3's flames weren't set up like Halo: Reach's, as part of the Armory. We would have to force them on and players wouldn't be able to switch them off. Ever.

I know you're joking around (I hope so, at least), but let me explain. For one, the flames don't disappear when camouflaged. Snipers, ghosts(Correct name?), etc would all be ruined by the very obnoxious flames.
Second, if the torso was forced onto everybody, people's custom armor sets would be ruined, replaced by the Bungie Sports Bra(LOL). The flames aren't there just because. They're attached to a modified EOD torso. So for instance; I just got my Katana chestplate and I'm very excited about it. Then out of nowhere, I get my old unsightly EOD plate with some broken lights. What now? You're stuck with it.
Would you be upset if you were stuck with that torso on forever and not be able to change it?
No.
If they were to do it, wouldn't it be an even playing field for everyone? With my limited understanding I would only see an issue if only linked gamertags got flames.
