Like sigma said this song is about the four horsemen of the apocalypse. They are the harbingers of the end of the world, not humanity's saviors. A more apt comparison would probably be to the three prophets and the gravemind.

Death= Mercy (He does not give you mercy)
War= Truth (Truth's actions in Contact Harvest started the war)
Pestilence= Gravemind (No explanation needed)
Famine= Regret (Not sure about this one, he was heading the assault on Harvest as seen in Halo Wars and Harvest was a farming planet that supplied a lot of planets with food. The destruction of Harvest probably created food shortages)
