heh, there are over 4 and a half billion possible ip addresses, the chance of accidentally banning one of our moderators by banning someone else's ip is miniscule, and even then, if ip addresses change as often as you say they do (which they don't, some people's ips are static, others aren't), they could always just reconnect and the problem would be solved.
The biggest problem with IP banning is that any fool with a trained monkey for a brain can learn to use proxy servers, a free and easy way to fake your ip address, or they could be on a dial-up connection, meaning their isp assigns them a new ip every time they sign in, so they can just disconnect and reconnect and have a totally new ip and be able to access the website again. The only way to ip ban someone on dial up is to totally ban their isp by banning the first 6 digits of their ip, but that bans everyone who uses that isp, even those not on dial up.
Essentially, banning ips as standard practice is a bad idea, you're better off sticking to banning their account and email and if they persist, then by banning their ip.
