Like I said way earlier, trap the heat in cells. And camoflauge doesn't need to be electrical, unless you want it to be turned on and off. Wait...

God damn it, another plot hole!

Mass effect mechanics do not apply to the covenant nor is that something they would think of.

Covies just copy existing tech. The real question is, would forerunners think something like that?

the forerunners camo technology is completely different than anything the UNSC or covenant use. far more advanced

Am I supposed to write something funny here?

Well, maybe it was something else first, not camo tech.

I blame the Prophets for that,at least the Elites became space faring without the use of Forerunner relics as it was heresy in their eyes.

They did? Where does it say that?

So old i couldn't even tell you the official source, the wiki page is correct though.

Contact Harvest...

It was only after the Dreadnought continued to pound the Elite forces that they finally yielded and resorted to tapping into Forerunner tech and using it as tools for war making the war with the Prophets a moot point as it was the very reason for going to war with them in the first place.

Contact Harvest, about half way through. The Sangheili believed that using Forerunner relics for any other purpose other than worship was heresy, much like the San'Shyuum Stoic faction.
