It's possible for covies to return in this.
1) One of the Halo 4 wallpapers had a covie style hexagon pattern over the 4.
2) Alot of covies either where already on the halo rings (i04 + i05) or they can mobilise really fast. They could do it again.
The elites left the covies? Halo 3 seemed to work without elite as main enemies.
The high prophets were all killed? It's possible a war between pre-stationed elites and brutes broke out on the forerunner planet. And there's no reason for elites to side with humans again as the high prophets are dead and the rings are not being fired.
Jackals were hired as mercenaries (waypoint video) for the covies, but they could reappear as their own faction due to greed. With an abundance of weapons, forerunner tech, etc. on this planet then they could go salvaging.
Grunts may be more cowardly again similar to halo 1, but if the elites/brutes are their then grunts have no choice cos I doubt they can steal a cruiser and flee.
Drones and skirmishers probably won't return.
Flood may return or not. This would be based heavily on the story than gameplay.
Human weaponry HAVE to reappear. For multiplayer's sake and for the campaign's sake. Because we know about the handheld explosive launcher, so the entire human weaponry wouldn't consist of that... just no.
That said. There's probably less human weapons in the campaign so it's more likely that you'll run out of ammo and be forced to use the newer forerunner/covie/??? weapons.
