I'd love to see our big elite friend make an appearance, is there a possibility?

There is a very small chance that will happen. The story mode for Halo 4 will specifically be developed around Master Chief and Cortana. It has already been confirmed that the Covenant will have no appearance in it, so I'm assuming the Arbiter as well.

I don't know whether he'll appear in Halo 4 or not :/
But there is definitely a large chance that the Elites will make an appearance of some sort in the new trilogy. Not all of Halo's fans read the books, and to leave the explanations of the post war relationships and the like between humans and Elites and the whole situation after the end of the Human-Covenant War would not be a very good idea if you ask me. So yeah, not sure about the chances of the Arbiter and the Elites showing up in Halo 4, but there is a pretty good chance they'll show up at some point in the trilogy. The Elites are just as much major players in the Post War story as Humanity is.

There's a big possibility. Personally, he should make an appearance rather than the Spartans in the novels, because the games and novels are completely separate, and shouldn't be hastily clashed together unless everything was explained like why there are suddenly Spartans with you. (this coming from someone who doesn't read the novels)

Untrue. Arbiter originates as a rank on Sangheilios, it only became integrated into the Covenant when Fal was killed.
