After the end of halo 3 it states the war is over, would this be the time where the UNSC starts to retrain spartan II's? or would military arms come to a halt?

Probably not.

Because UNSC would need to revert their remaining resources to re-build their losses caused by the Human-Covenant War. But I can see a possibility of maintaining SPARTAN projects for combating against innies or remaining Covenant in case.

I would think there would actually be a Delta company of Spartan 3s because they are produced faster and cheaper.

Also with Spartan 3s you can have far more. In each company there were 300. That is over 260 more than the total surviving amount of 2s. There were 3 companies of 300 3s. That is a lot of Spartans in a short period of time and such could be replicated.

Also, I personally believe 300+ Spartan 3s (in each company)is more effective than only 33 Spartan 2s(total).

Unfortunately, with no (current) enemy to fight, there would be no need to sink a lot of money into Spartans that would even get much use. Even though 3s are cheaper than 2s, they are still expensive.

You make a very good point, i believe producing some spartan 3's would be very smart, its never a bad idea to have some laying around, god knows whats gonna come to earth next

Agreed. I, personally, would support at least 1 company of 3s as a 'just in case' type of unit. Plus they would prove very useful if there was any insurrection left.

Yeah, but most 3's died on suicide missions and there is only a hnadful left. But if the UNSC was able to get hold of more Mjolner Armor and shielding system from the Elites (I highly doubt it, but still is a possibility) then the Spartan 2 project wouldnt cost as much.

There would likely be another project headed, the need for Spartans would be even more vital then ever, just because the human covenant war has ended, doesn't mean that things are any safer for humanity, a race doesn't have a single coherant thought, alot wouldn't favour humans because of how things have been between them, there would still be alot of conflicts between races.

In total there should be 14 "Spartans" out there. The Spartans in Halo: The Cole Protocol might have been killed becuase in the end of the book they were sent back out behind enemy lines 10-20 years before Halo: The Fall of Reach...
