What I mean is if a forum gets locked is it like banning? You have to restart your process to getting a higher Bungie.Net rank?

If its just locked you wont have anything against you but if you repeat and make those threads more then you will be blacklisted. Just watch out for dublicate threads.

A thread can be locked for any number of reasons, which is why, unless you also get warned or banned, there will be no effect.

For instance a thread could become derailed, totally not to do with the OP, and require locking. It'd be unfair to punish the OP for that. hence - no.
