I just recently re-read Dr. Halsey's journal which came with my edition of Halo Reach in September, and I found something to be a bit curious.
Dr. Halsey only gave her Spartan IIs Mark V armor in late August when the Spartan IIs were going on a mission to the Covenant homeworld. However, Noble Team had this armor at minimum in July of 2552.
This raises a number of questions.
Was MJOLNIR Mk V ready for use, but Halsey hadn't issued it to her Spartans?
Did ONI steal Mark V suits to give them to Noble Team? Halsey didn't even know what Noble Team was until she met them.
What other explanation(s) could there be?
MJOLNIR Mark V armor was released in November (23-24 if I'm correct)of 2551, the field test with an AI was made in August however.
Besides, there's a lot of private manufacturers that could have made the armor for them.
By released, do you mean by Halsey? To my knowledge, she was the only person working on the armor, and outlined most of its new features such as energy shielding and AI integration. The armor was "complete" in late 2551?
Released as in fielded to the Spartan II's and members of Noble Team, here's what Bungie stated in a weekly update about it.
The Mk. V armor was the first of the line to be equipped with energy shields (based, in part, on captured Covenant materiel). S-117 was not the first Spartan to receive the Mk. V armor, as he had been in the field when it entered service on 24 Nov 2551. The most obvious indication of this is how familiar the Marines on the UNSC Pillar of Autumn (C-709) were with the armor.
So, what was so special about 29 Aug 2552? This was the very first time a "smart" AI had "piggy-backed" in the Mjolnir Mk. V powered assault armor during "live-fire" simulated combat conditions.
And while it's true that the typical Spartan-III soldier was outfitted with the cheaper SPI armor, the members of Noble Team are anything but your typical Spartans.
