Spartan IIs without a doubt. They are genetically stronger, faster, and smarter. An example of this is comparing halo reach and the original halos. The spartan IIs wouldnt have to worry about a bloom, they can jump higher, and run faster.
Six and John can jump the same height in CE and Reach, same with speed.
But in Reach the spartan IIIs are slower and don't jump as high as elites. And elites are as faster as spartan IIs. Plus in the halo classic playlist you are faster too. This is to represent you playing as a spartan II again.
Elites were made bigger and better in Reach (Six is about the same size as Carter, Carter is 6.83 feet which is 208 point something centimeters, John is the same height as Carter.) Besides, in Halo: CE, I remember seeing Elites do abnormal leaps, so you can't count jumping on that one.
Team Classic could be using settings to emulate Halo2/3 for all we know (not saying it is true, but its a possibility) and if they are, that means they would be using the Mark VI as a base for the player stats (stronger shields, higher jumps, quicker walking)
actually MC and the spartan II's are a bit taller then III's. Master chief is stated at being 6'10''.5 inches without his armor. Carter and emile are that height in their armor. MC is 7'2'' in his armor, making him about 4 inches taller. check it on halopedia under john 117, and in one of the vidocs (cant remember which) before reach came out, spartan III's were stated as being a little smaller than II's and not as fast.
But dont get me wrong III's are still pretty big.
