they never told anyone about it because until one crashed they could just keep using them in attacks against rebels and covies and they wouldnt know what hit them also it did use shielding tech that falls under other secret programs

It dosent incorporate MJLONIR. And the pilot dosent require MJLONIR to be able to fly one, just look at the other pilots that are in NOBLE SIX´s fireteam and that board the Corvette.

I´ll assume you mean because it uses shield technology, why would it be so secretive. Well, pretty much because any military operation is secretive, and this one even more because it included prototype technology, reverseengineered from Covenant Jackal shield tech.

There are pretty much three main reasons why any prototype weapons research and top secret projects are kept secret.

First and foremost is of course preventing the enemy from knowing what's in development for obvious reasons. The same extends to forces on the same side so as to lessen the chance of leaks to the enemy.

Second off is to bypass any red tape within the government system associated with the project.

Finally it's to also keep the public under the dark so as to prevent their opinions from being a nuisance to whatever task is at hand.

On top of what StealthSlasher said, at the beginning of the game it is mentioned that Rebels had stolen a Frigate from drydock not too long before the Battle of Reach... what would happen if Rebels learned of the Sabre program, and stole the UNSC's prototype? Yeah.

Part of the reason of keeping it a secret is that any other 'civilian' could be an Insurrectionist, and you don't want the enemy that lives among you knowing of your top projects.
