The thing is, Slips-stream-space and the Ark Portal are two completely different concepts. Let me explain.
Have you seen The Matrix Reloaded or Revolutions?
A slip space rupture is very similar to the Back doors in the movies.
A Person (a ship) has a Key (Slip space drive).
He can use the Key to open the Door (Slip space Rupture).
Once the Person has passed through the Door, the Door closes beind him (Rupture closes).
The Person is then able to walk down the Corridors (Slip-stream-space) untill he gets to the door he wants. He then uses the key again (Deactivates the Slipspace Drive) and passes through the door and back in to real space.
Pretty simple.
The Ark Portal however, is more like this.
Imagine there are two people, Mr Ark, and Mr Earth.
Both men are standing on either side of the Crand Canyon.
When the Portal is opened, a rope is thrown between them.
Mr Ark and Mr Earth are now holding a tight rope, allowing Mr Truth and Mr Cheif to walk from the Earth to the Ark. Yes?
Now, if Mr Halo shoots Mr Ark with a rocket, Mr Ark will drop the rope and no one will be able to pass.
So you can imagine that it would be impossible for Mr Ark to walk along the tight rope to Mr Earth (or anywhere) as no on will be holding the rope for him.
Simples :)
I dunno about simple hehe...that seemed like a lot more complicated example than mine :P
I wouldn't say the Ark portal and slip space bubbles are "completely different." The Forerunner are highly advanced, and the Covenant based their own technology off of Forerunner tech, and then humans (very quickly) based some of their techology off of Covenant tech. It's all related.
It would make sense that the Forerunners being so far ahead with technology, would have mastered something as SIMPLE as the Ark being able to transport itself places. Generating a portal for other objects to travel through shouldn't be any different or more difficult to do than generating a portal (or slip space bubble) for ITSELF to travel through, like any Covenant or human ship can do...
When you enter the Portal, you instantainiously arrive at the exit portal.
When you enter Slipspace, you have to travel inside slipspace. It is almost like you have dropped in to an alternative dimention.
The way Portals and Slipspace work are as far as I can see, completly different.
