To the OP, I really don't want to sound insensitive, because I truly dislike the use of these and other "one-liner" meme responses for precisely the reasons you outlined in your OP. In fact, before the rules changed, I used to ban for using this kind of thing, and even after the rules changed, I still frequently warn for it (and ban for repeated violations). Warnings and bans, however, have not done anything to stem the flow of memes. Ever. In the history of online forums.
But whether or not it's against the rules (which, technically, it is because such responses are an off-topic reply to a thread), people really need to start learning to ignore this kind of thing. I can ban users for hours on end for one-liner meme responses, and I'll still open up a thread and see them.
In reality, when ignored, these responses become worthless and nothing more than a waste of the user's time in actually bothering to post it.
Just like you and other veteran forum users have learned to sort through and filter "noise" when it comes to finding the threads you want to respond to, you should similarly filter "noise" and spam in looking through a particular thread to find the posts you want to respond to. Don't respond to -- or even notice -- one-liner memes. Not only does this kind of thing go away when the people who do it are ignored (quickly), but it will reduce your frustration and aggravation with the forums generally :-)
