Halo is simply from the human point of view. It's never been anything else because we are saving humanity, our race, from "a terrible menace." I don't think it would be fun to be that terrible menace.

The arbiter campaign worked out well and wouldn't you want to play from another perspective?

OT: It's a nice concept OP, but it would never work. Infact, fighting on the covenant side would never work. Would you like to play as a -blam!- Guard in a Holocaust Prison Camp, while thousands are murdered? It wouldn't be a fun game to kill hundreds of thousands of a species. Fighting againts the people killing your species though, now that's fun.

Not really. I enjoyed playing as the Arbiter, but I would have much rather of had those levels expand the story of Chief.

The arbiter's storyline worked because he was falling away from the "faith" of the covenant.

I don't think I'd actually want to play from a purely covenant perspective
