When they said the Prophets made the tech and scavenged Forerunner stuff, they implied that the Engineers really did the work while the Prophets lied, created High Charity, and made up a random religion the Elites were too dumb to realize was false.
they did not create a random religion. up until the beginning of the human covenant war no one had any reason to doubt it. it was at that time the oracle told Truth, Regret, and Mercy that the Humans were the Reclaimers of the Forerunners. The 3 now realized that the Great Journey was a lie. They knew if this got out the covenant would fall apart so they decided to destroy the human race.
Yes they did create their own religion. The concept of the Great Journey existed long before the Human-Covenant war started. It is that belief in the Great Journey that formed the center of the Covenant itself.
And many had reasons to doubt it along the way and did act upon those reasons of doubt. Why else would the rank of Arbiter be converted into a position whose primary purpose is to silence anyone that would dare speak out against the Covenant or threaten its infrastructure in any way?
Hell look at Fal. He was the last Arbiter to hold the rank before it was perverted by the Prophets. He strongly did not believe in following the tenants the Prophets have set up to the point that he was marked for death and eventually killed.
yes they created the religion, but it was not random and it was not created for the purpose of allowing other species to blindly follow the prophets. In their minds it was very true even to the prophets.
Yes the position of Arbiter was created to silence those who threaten the covenant but that does not mean it is because they doubt the Great Journey.
I never stated that it was for the purpose of gathering blind followers. What I am pointing out, is that a random belief became the central belief for all those that would follow the Covenant such as the Elites who cast aside their own version for what the Prophets came up with. All religions spring up randomly after certain events unfold. The belief in the Great Journey was never established before hand. It came up essentially, as Anton pointed out, as a result of what the radical Prophets have observed and then coming to a random conclusion then placing their faith into that conclusion.
Furthermore I think you've misread my second and third paragraphs. It was to show you an example of how many of the races did have reason to doubt the belief in the Great Journey.
First off, the position of Arbiter was created long before the Covenant existed. It was changed to be a direct servant of the Prophets after Fal openly declared the journey to be a lie and a detriment to the culture of the Elites. That's only one among many examples of religious defiance in the Covenant before the war among others.
Second off, never did I say in that last post that the position of Arbiter was retooled to specifically and exclusively silence only problems resulting from religious dissidence. That's why I said "or threaten its infrastructure in any way"
