This. Part of the peace treaty was that the Prophets disable this things weapons systems. It was so powerful that's the only ship the Prophets needed to tie with the entire Elite fleet. They were going to kill each other off completely if they didn't start the Covenant.

The Prophets are the scientists, while the Elites are the warriors. The Elites rely on the Prophets for thier technology while the Prophets rely on the Elites for protection.

Correct me if I'm wrong, but isn't the actual answer to this question that before the Covenant, the Sangheli and the San'Shyuum fought a rather violent war that nearly destroyed both races. This war was fought on the basis that the Sangheli believed the Forerunner artifacts should be regarded as holy relics, whereas the San'Shyuum exploited these objects for technological gain. While it is true one Sangheli could defeat numerous San'Shyuum, the use of the Forerunner technology (specifically the Dreadnought) brought this war nearly to a draw.

The resulting alliance was built on self-preservation, with the more technological superior race taking up the position of political force, while the Sangheli were left to provide a military force.

Yes and no.

The Prophets' only and major advantage with the Dreadnought and were pounding the Elites with it slowly but surely. The Elites figure that by resorting to using Forerunner technology they can close that gap. Without that advantage in place, the Elites would once again come out on top in terms of physical prowess.

However the Elites were sensible enough to realize how pointless it would be to wage war on an enemy if they resorted to committing the same religious crime as their enemy that started the conflict in the first place. So from another angle, it can be said that the Elites were ultimately never in a position to truly dominate the Prophets from a religious perspective as the Elites' beliefs prevented them from really letting loose by breaking their religious conventions and annihilating the Prophets from there.
