No because you're not allowed to have long hair in the military, like the spartan on Halo legends had, EXTREMELY long hair, that would never be allowed in the army, at least not real life.

In terms of general armed forces in real life.... As far as I'm aware, women can have reasonably long hair so long as it's tied up neatly which is the case with Dare.

Another thing, special forces units tend not to have regulations when it comes to 'proper' hair style. Now obviously having long flowing hair stuffed inside a small helmet as shown in Legends is rather ridiculous and pushing it, it's still not out of the question in terms of regulation. This logic applies to justifying Buck's hairstyle.

She's also a captain in ONI, that likely gives her some wiggle room... She probably does a lot of undercover work as well so appearing obviously millitary would be a potentially lethal disadvantage.

It's the 26th century. It's possible that regulation is done away with, or that hair is allowed to be longer as long as it is tied up or doesn't interfere with performance.

Men and Women alike are permitted to have long hair in the armed forces of most nations provided their hair doesn't get in way and is relatively tidy, Dare has tidy hair, I see no issue here.

It's also a game, so a lot of things are done more for cinematic and emotional reasons. I wouldn't look too deeply into it, just a design choice. They probably wanted to showcase the actor Dare's based on in an attractive light.

As far as I'm aware women can have longer hair in the military so long as they can keep it up and out of their way. Like one of my friends joined the military last year, and her hair is still about the same length it was when she joined, which is about shoulder length.

I really don't think it's an issue. Especially since there are at least a couple instances of women in the UNSC having hair longer than the haircut we see on Kat, like for instance Miranda Keyes, Sgt. Lopez in the motion comic for the Mona Lisa, hell you could even just look at the marine I have as my avatar. You can't really tell how long it is due to the helmet, but it's long enough to have the bangs hang out the front of it.

Special Forces Operators are allowed to grow out thier hair Like CIA and SEAL Team 6. CIA=ONI ST6=Spartan IIs

According to The Fall of Reach, regulation length is 16 centimeters, about what Dare's hair was cut to. Kat probably just found short hair more practical.
