No but they can definitely function underwater. In First Strike, Blue Team did under water ops in their Mjolnir.

Either way though MJOLNIR could function at the bottom of any body of water. It is sealed after all. Much like how astronauts practice in water in their EVA suits to simulate space environments. Just minus the ability to freely float around.

Well it's sealed for EVA so can go underwater as stated in first strike and I read somewhere MK. VI can adjust the biofoam density or something to change bouyancy of it so it. Plus it would be pretty poorly designed if you couldn't swim in it.

I wouldn't say swim, more like gracefully sink. The armor weighs a ton so the Spartans are going down. I think they exit strategy if they fell in deep water is to walk their way to the coast or climb up a chain/pillar/similar object to the surface. This is all just guessing.

Well if only the Mark VI can change bouyancy, that would actually make sense. In Halo 3, if you died near water, you would float. In Reach, you always sink. In Halo 2, when chief is caught in the water of Delta Halo by Gravemind, he sinks, but maybe Mark VI wearers must be consious to activate the bouyancy changes. Maybe multiplayer spartans always have their armor set to a specific bouyancy in case they fall in water.

And in Halo 2 if you jumped out in space you didn't float away into oblivion with no way back to the surface of Cairo Station.

Keep in mind how gameplay has restrictions put in place for the sake of gameplay such as putting up barriers to prevent players from going too far off the path.
