The poll system isn't "broken," it just needs tweaking. I've noticed that polls (usually) don't do very well compared to regular threads. I think it's due to the fact that in regular threads, you have to post to get your idea across, whereas in polls, people can just choose what they agree on, not post, and move on. Which usually kills the post.
FUN FACT! Only EIGHT POLLS out of the 78 threads up there have ever been stickied. That's only around 1/10th. (I know, my math skills are superb.)
The solution?
Option #1: Whenever someone votes for something, it counts as 1/4 of a regular post. For example, you'd need 4 votes for it to "bump" your poll back up to the top (opposed to a single post bumping it back up to the top).This way if the poll is more of a straight forward answer (not needing an explanation), the OP wouldn't have to worry about having to bump, and wouldn't have to risk a lock/warning.
Option #2: Every time someone votes on a poll (Let's call it "Thread A"), it would be bumped up one place. For example... If Thread A is just starting out, and is immediately bumped down three or four spots by Thread B, the OP could vote on his/her poll, and be bumped up one spot, and be ahead of B. This could give a BIG leg up for pollers.
Possible cons: Forums getting dominated by (possible troll) polls, and not regular posts.

I'm just looking for an equilibrium between pollers and posters. Sure, there are some successful polls, but there is an opportunity for even better, more interesting ones, if we gave one of these systems a shot.
TL;DR: Two options: Option #1: Every 4 votes a poll gets, it gets a bump back up to the top of the forum.
Option #2: Every vote a poll gets, it gets bumped one spot up.
