Halo 3 was legendary was really easy, haven't tried Reach yet.
Halo CE was tough
Halo 2 was also bad with the Jackal snipers and all.
I would have to say Halo 2 is the most difficult, followed closely by Halo 1. Halo 3 all you had to do was use a plasma pistol and BR and you could walk through the campaign. So you didn't notice how fast the enemies were?
Berserking Brutes were erratic.
Panicking Grunts were erratic.
Jackals dive like acrobats.
Compare that to Halo 1's AI.
Berserking Elites were ridiculously easy to dispatch.
Panicking Grunts ran so slowly.
Although Jackals had it set so they dive from grenades and vehicles more, their AI perception wasn't near omniscient like in Halo 3. I saw a Jackal looking back at me (I was slightly peeking out of cover) while he was facing the other direction. Also, they were slower and their dive looked clumsy.
Anyways, if there's any game that's sadistic, it's Halo 3 and Halo: Reach. Both feature fast enemies, both feature near omniscient enemies, both have bad friendly AI, and both have unbalanced weapons. I say Reach is far more worse because of vehicle health and no accompanying hud (I can tell by the smoke, but it's not that reliable) and the unneeded limits imposed for most weapons and vehicles.
